KS - EF Message 0098



Why is my Kansas individual return (K-40) displaying an EF Message that says I can't transmit it unless I send it with the Federal return or send it after the Federal return is accepted?

KS electronic filing is not allowed.
KS returns can only be transmitted once one of the following
conditions has been met.

1) The Federal return has been accepted.
2) The KS return is being transmitted with the federal return.

If the Federal return has not already been filed and accepted, clear
all of the Federal message pages.

If the Federal message pages are cleared, clear any Kansas message
pages that exist within the return.

To curb fraud, the Kansas Department of Revenue will only accept linked submissions for individual returns. This means that the Kansas K-40 return can no longer be sent separately and must be sent either

  • with the federal return
  • or after the IRS has accepted the federal return.

When these conditions have not been met, a K-40 return sent separately (by manipulation of the e-File Summary) is rejected by Drake with a NO-FED-ACCEPTANCE acknowledgement:

The Kansas return has been rejected
due to a federal reject, or lack of a federal acceptance already on file.
To correct this error please correct the federal return, then re-calculate
and re-transmit both the federal and state return
s.

The software avoids a NO-FED-ACCEPTANCE rejection by preventing you from sending a K-40 return when either
  • The federal 1040 is not eligible for e-file (there are Federal error messages that prevent e-filing, or Federal e-filing is suppressed).
  • The federal 1040 has been sent but not accepted.

Under these conditions, you will see KS EF Messages 1001 (state rejects identified) or 1004 (federal rejects identified), as well as KS EF Message 0098 may also be produced.
