Fixed the file name format of NJ 1099 e-File.

Fixed unhandled exception codes 1 and 21 when trying to restore backed up clients.

Corrected Form W-2c corrected amount in Box 19 for the second locality not printing correctly.

Allow prior year e-filing of all Forms 1099/1098.
