Why is there an "IRS draft form - Do not mail" watermark​ on my return?

 

On a federal return, if a form has the watermark "IRS draft form - DO not mail," that form is still in development. These forms can still be e-filed, but they cannot be paper filed until the watermark has been removed. The watermark will be removed with an update when the form is approved for paper filing. Below is an example of the Return Note that is produced in View/Print mode when a draft form is present:

RETURN CANNOT BE MAILED: This return contains certain forms that cannot be mailed to the IRS until the IRS releases the final version; these forms have been watermarked to help prevent accidental paper filing. Note that all calculations are correct, and the return can be e-filed in lieu of mailing the return. Possibilities are:

- Form 4684
- Form 4970
- Form 8283
- Form 8615
- Form 8814
- Form 8863
- Form 8911
- Form 8949
- Form 8995
- Form 8997
- Form W-4
- Form W-9
